Job description

JOB DESCRIPTION
KEY RESPONSIBILITIES:
1.    Demand management, planning, and scheduling
·         Compile Facilities demand plans and schedule tenders on the tender master plan for approval.
·         Prepare and schedule projects and procurement strategy.
·         Create procurement for adverts and ensure their accuracy.
·         Provide the necessary information for auditing purposes.
·         Organise and manage newspaper publications (local and national).
·         Assume responsibility for closed tender procedure invitations to tender.
2.    Tender Administration, documentation and arrangement of tender committees
·         Preparation of tender committee documentation.
·         Ensure tender documentation is aligned with planning and strategy.
·         Create a procurement strategy timeline.
·         Ensure accuracy of tender documentation.
·         Ensure alignment of procurement procedure to governance processes.
·         Plan and arrange procurement committee meetings.
·         Collaborate with internal audit for registration of tenders in main register. 
3.    Tender process administration
·         Organise dates for tender briefings in line with procurement strategy deadlines.
·         Schedule meetings for project team and arrange record briefing, aligned with procurement policy and governance procedures.
·         Provide tender briefing procedure to project team.
4.    Stakeholder engagements
·         Arrange engagement with project teams for project tendering and planning.
·         Share tender documentation and documentation committee before tendering.
·         Organise all required stakeholders during tendering process.
·         Collaborate with various departments in-house and external in order to compile tender documents.
·         Collaborate with Internal Audit throughout procurement process.
5.    Database management
·         Create, manage and maintain NWU tender database.
·         Create and build publications for the website.
·         Publish tender adverts on NWU website.
·         Build automated reservation system.
·         Build and create virtual briefings, virtual website. Cloud, etc.
·         Publish adverts on other online platforms.
·         Load tender documents, drawings, etc, onto the website for prospective tenders.
       
The annual total remuneration package will be commensurate with the level of appointment as advertised and in line with the NWU policy guidelines.

Minimum requirements

MINIMUM REQUIREMENTS:
·         Bachelor’s degree or Advance Diploma or equivalent (NQF7) qualification in procurement management or related field.
·         Three (3) years’ operational experience in tender and procurement administration.
 
ADDED ADVANTAGE & PREFERENCES:
·         Three (3) years’ experience in project/construction administration.
·         Accreditation with a procurement association.

·         Knowledge of procurement procedures, implementation, governance, construction processes, etc.
·         Excellent computer skills.
