Job description
PURPOSE OF THE POSITION
The successful incumbent is expected to maintain the overview of the NWU real estate portfolio, provide management information, manage the maintenance of property information, oversee space data and infrastructure services data capturing and maintenance in the relevant data repositories. The incumbent is furthermore required to maintain the NWU’s spatial development plan in accordance with strategic plans and provide strategic space planning functions across the Real Estate Portfolio.
JOB DESCRIPTION
KEY RESPONSIBILITIES:
1. Manage property, space, and infrastructure data repository in systems.
- Ensure and oversee processes to maintain all the relevant property, space, and infrastructure related data in the master repository system(s) of the NWU.
- Ensure the correct capturing of data to ensure dataflow into down-stream systems by instituting data validation processes.
- Ensure and oversee the capturing of data according to theses processes to enable up to date management information regarding the real estate portfolio of the NWU.
- Oversee the integration of drawings into the integrated work management system.
- Maintain naming and numbering standards of all buildings, spaces, and workspaces.
2. Space Reporting (Hemis and Utilisation Analysis).
- Generate reports by integrating information from various systems for strategic management decision making (Enrolment plans, new programs, student numbers, staff numbers etc).
- Generate HEMIS Space utilisations reports based on space norms for infrastructure requests.
- Coordinate space data submission for annual Space HEMIS report.
- Generate, automate, and produce operational reports and management information about space utilisation for management and space cost recovery on a quarterly basis.
3. Strategic Space Planning.
- Conduct strategic space scenario planning for the NWU to enable integrated strategic planning processes by utilising the relevant property and space information and strategic plans.
- Provide what-if scenarios for real estate portfolio.
4. Maintain NWU’s Spatial Development Drawings.
- Maintain the NWU’s approved Spatial Development Plan according to approved strategic infrastructure development plan drawings.
5. IWMS functional area expert support.
- Provide system support to functional users through training and system fault logging. Engage with IT stakeholders on system issues. Act as Facilities representative to educate new employees on IWMS.
6. Supervise staff and coordinate consultants.
- Supervise staff activities and coordinate work of professional consultants (SPD).
Minimum requirements
- Bachelor’s degree relevant to the built environment, i.e., Town Planning, Property Development or Similar.
- Minimum three (3) years of experience in facilities information management (audits, data capturing in CAD, database, data validation).
- Minimum two (2) years of experience in space and scenario planning.
- Minimum three (3) years of experience in creating reports related to space usage, space data and property portfolio matters
ADDED ADVANTAGES/PREFERENCES:
- (South African Association of Institutional Research (SAAIR) membership
KEY FUNCTIONAL/ TECHNICAL COMPETENCIES (Knowledge and Skills):
- Software: AutoCAD.
- Space Management Software (IWMS or Similar).
- Advanced knowledge of property, building and space data elements and related information.
- Strategic space planning.
- Compile reports from various systems.
- Plan and coordinate processes and projects (update SDP, annual HEMIS report).
KEY BEHAVIOURAL COMPETENCIES:
- The ability to function both as individual and as part of a team.
- Well-developed communication skills, with the ability to communicate with technical and non-technical users.
- Excellent organisational skills with proven ability to prioritise work and manage small teams.
- Well-developed reasoning, problem solving and analytical skills.
- The ability to lead and supervise team members.
