PURPOSE OF THE POSITION
The purpose of the position is to manage the facilities maintenance services on the campus and residences to ensure continuity of business and non-interruption of services for the stakeholders. The incumbent must also be able to lead the team and management contractors for the implementation of facilities Maintenance services.
KEY RESPONSIBILITIES:
Facilities Operations Management
· Ensure the preventative/scheduled maintenance plan module is operational and populated in IWMS.
· Execute 80% of planned/scheduled Maintenance through IWMS.
· Improve on the previous Year's maintenance performance by reducing the reactive maintenance calls through identifying and grouping
projects for execution.
Contract Management
· Ensure that the service and maintenance contracts are appointed on time in line with NWU procurement policy.
· Manage and monitor service and maintenance contractors to review the performance of the service provider, ensuring that service levels
are in place and achieved as per SLA.
Financial Management
· Manage the allocated budget according to the NWU financial policy guidelines.
· Monitor and oversee the expenditure of Planned Maintenance.
· Budget in alignment with approved projects and manage any variances within the allocated budget.
· Provide regular reports to the Director.
Project Management
· Ensure that all Facilities Management projects are implemented on time and within the allocated budget.
Stakeholder Management
· Participate in all Campus committee meetings and report on maintenance issues.
· Liaise with internal and external stakeholders to ensure the services are rendered within satisfactory levels.
· Provide support to Campus projects and events.
OHS Management
· Identify and mitigate Occupational Health and Safety (OHS) risks in Facilities Maintenance Services.
· Ensure compliance with OHS audits.
· Foster a health and safety culture.
People Management
· Create an enabling leadership culture by developing a shared direction, shared values and alignment and commitment to transform the organisational culture.
· Foster a participative and developmental leadership style; improve team cohesion, synergy and effectiveness.
· Arrange and implement culture improvement interventions, establish a baseline, receive a report and feedback, and implement; actively
remove engagement barriers.
· Leave and performance management of personnel of permanent and temporary staff.
KEY FUNCTIONAL/ TECHNICAL COMPETENCIES:
· Sound understanding and experience of Infrastructure management and maintenance.
· Technical knowledge and experience
· Compile budgets and cost estimates
· Development of business continuity plans and operational procedures
· Computer literacy (Microsoft: Word, Excel, Teams, Outlook,)
KEY BEHAVIOURAL COMPETENCIES:
· Ability to lead a diverse team and resolve conflicts
· Strategic thinker and planner
· Good communication and report writing skills
· Stakeholder management
Minimum requirements
· A Bachelor’s degree/Advanced Diploma (NQF Level 7) in Architecture, Building/Civil/ Electrical Engineering,
Quantity Surveying or Construction Management.
· A minimum of five (5) years’ technical and operational experience in infrastructure asset maintenance.
· A minimum of three (3) year managerial or supervisory experience.
ADDED ADVANTAGES:
· Accreditation with SAFMA.
· Registration with ECSA.
REMUNERATION:
The annual total remuneration package will be commensurate with the level of appointment as advertised and in line with the NWU policy guidelines.
