Job description

PURPOSE OF THE POSITION:
Lead and direct the NWU Libraries' Outreach, Projects and Quality assurance services in pursuit of the Library and Information Service strategy.

KEY RESPONSIBILITIES:
1.    MANAGE OUTREACH PROJECTS & MARKETING ACTIVITIES:
·         Drive, develop and update a marketing plan indicating an outreach and communication strategy for the Library and Information Service (LIS) in consultation with the Campus Operational Managers, LIS Directors and Library Managers.
·         Lead outreach activities of the LIS to enhance the role and value of the Library in the academic community, on local and national level.
·         Take a leading role in planning, developing, implementing and evaluating of outreach projects.
·         Supervise the development of new marketing material and user brochures of the LIS regarding content and design, according to NWU Corporate Identity guidelines.
·         Manage library involvement during the R&O program for first year students.
·         Manage library involvement during campus Open Days for prospective first year and postgraduate students.
·         Involved in the planning and marketing of Open Access Week as a joint responsibility with the Director: Research and Open Scholarship.
·         Manage, implement and market a Library Code of Conduct for all NWU libraries.
·         Manage and co-ordinate activities on Library Week and other library related days. Monitor campaign progress.
·         Ensure library relevance and visibility. Responsible for continuous news reporting regarding library matters, activities, projects and services for publishing on the library web page, social media and NWU platforms. 
·         Serves as the central point for all library news reports to ensure a consistent library identity and branding.
·         Establish close relations with key stakeholders such as Marketing & Communications Office, Wapad editor, other campus student newspapers and Eish!
2.    STRATEGIC POSITIONING OF THE LIBRARY AND INFORMATION SERVICE (INTERNALLY & EXTERNALLY):
·         Establish and foster good interpersonal relationships with key stakeholders in co-ordination with the Director: Information and Learning Services, Director Shared Services, Director: Research and Open Scholarship and relevant Library Managers.
·         Develop a liaison program with faculties, academic programs and UODL to ensure that the library fulfils an optimal support and teaching-learning role in co-ordination with Director: Information and Learning Services and relevant LIS managers.
·         Arrange for liaison with Research Directors, Research Support Office and IT Services to enhance library involvement in e-Research in co-ordination with Director: Research and Open Scholarship Services and relevant managers.
·         Implement and improve liaison processes with CTL to ensure library participation in the program for newly appointed academic staff.
·         Develop criteria for attendance of conferences and workshops as a way to encourage members to stay abreast of the latest trends and opportunities for benchmarking, networking with relevant role players and colleagues in the LIS environment.
·         Stay abreast of relevant library conferences and workshops to ensure library and staff visibility. 
·         Develop a platform to communicate with all LIS staff to keep them informed about library and staff matters.
·         Monitor trends and indicate needs for new products and services in consultation with Directors and Managers
3.    MANAGEMENT OF PROJECTS:
·         Manage and monitor identified Library and outreach projects relating to quality, community engagement and refurbishments.
·         Plan and monitor LIS community engagement outreach, liaise with NWU Community Engagement Office, measure impact and provide feedback / news reporting on LIS community engagement projects
4.    QUALITY ASSURANCE:
·         Oversee, convene and guide the establishment of a combined LIS Quality Manual
·         Keep up the Implementation of standards and quality principles that will support library goals in consultation with directors and section managers.
·         Conduct LibOual and related surveys to ensure that the LIS and resources stay relevant.
·         Oversee refinement of template for external program evaluation for academic departments and external professional bodies in consultation with LIS Directors and Managers.
·         Quality control of LibGuides and general web pages done by faculty and branch librarians, as well as training material and videos available on the web pages and LibGuides in co-Ordination with Directors and LIS Managers.
·         Recommendations in terms of content and appeal to make the Library web page more intuitive, user and mobile friendly.
·         Monitor regular update and compliance of Policies and Procedures of the different library departments
5.    STAFF DEVELOPMENT:
·         Identify opportunities for staff development.
·         Encourage and monitor delivery of conference papers.
·         Liaise with service providers regarding staff development initiatives.
·         Develop, manage and upkeep of database regarding conferences, training, seminars, and workshops, internally and externally
6.    STRATEGIC PLANNING:
·         Assist with the NWU Library Strategic Planning processes
·         Develop Library Policy Documentation for the portfolio.
·         Compile monthly and annual reports.
·         Drive design of visual presentation of LIS Strategic Plans
7.    FINANCIAL MANAGEMENT
·         Manage a budget allocated for library outreach programmes and special projects.
· Forecast expenditure for the portfolio in consultation with Library Accountant, managers, directors, and the chief-director

Minimum requirements

MINIMUM REQUIREMENTS:
·         A Master’s degree (NQF level 9) in Library and / or Information Science
·         Membership with the Library and Information Association of South Africa (LIASA)

EXPERIENCE:
·         A minimum of 6 years’ experience at a management level in an academic library

KEY FUNCTIONAL/ TECHNICAL COMPETENCIES:
·         Knowledge of and insight into the library mission, values, policies and strategic initiatives
·         Knowledge of Library systems and Information sources
·         Knowledge of the methods, practice and techniques of marketing and communication
·         Good understanding of the broader context of the academic teaching-learning and research environment
·         Knowledge of principles and processes for providing customer service
·         Understanding of meeting quality standards for services and evaluation of client satisfaction
·         Excellent written and communication skins in the context of NWU languages
·         High level of computer literacy in MS Office, MS Outlook, web technology and social media

KEY BEHAVIOURAL COMPETENCIES:
·         Ability to develop and implement creative approaches to reach target audiences
·         Good judgement and tact
·         Ability to liaise internally and externally with ease
·         Ability to function under pressure
·         Active interest in the University and library environment
·         Good interpersonal skills
·         Good time management skills

The annual total remuneration package will be commensurate with the level of appointment as advertised and in line with the NWU policy guidelines.
