PURPOSE OF THE POSITION
To assist the Senior Specialist: Strategic Workforce Planning and EE, to conduct strategic workforce planning and co-ordinate the staff budget optimally and functionally. Additionally, this role involves assisting with the coordination and facilitation of Employment Equity processes to ensure the University complies with the Employment Equity Act and its regulations.
KEY RESPONSIBILITIES:
1. Strategic Human Resource Plan
· Assist with the development of and the implementation of a Strategic Human Resource Plan
· Assist with assessing projected workload and talent needs
· Assist with coordinating quarterly reviews with managers to review and revise workforce plans
· Assist with systematically monitoring and evaluating the plan, making updates as necessary
2. Talent Management
· Assist with the development and implementation of a strategy for the attraction and retention of black academics aligned to the EE Plan
· Capacitate Practitioners on SWFP processes on a quarterly basis and on an ad hoc basis to accommodate new P&C practitioners
· Align and Refine the Scarce Skills List in line with the published government gazette as joint accountability with Rem and Admin
3. Position Management
Staff Establishment Position Changes Execute:
· The creation of new positions (annual once-off new position, external source of funds and exceptional splits)
· Changing position details (downgrading or upgrading positions)
· Move/Transferring positions
· Close/Abolish positions
· Confirm positions details before advertising
· Creating new Temporary positions and tracker thereof
· Provide monthly vacancy reports (vacancy list) as a joint accountability with HR Practitioners and Accountants). Creation and maintenance of a database for all position changes and the key decisions for the position details changes and coordinating the Position Hierarchy process, in joint accountability with HR Practitioners and HRIS to updating the correct position reporting lines on Oracle
4. Staff Budget
· Assist with the coordination of the annual NWU staff budget in line with the approved workforce plans and upload on the system
· Update the budget for permanent positions in Oracle whenever there are changes to the position, such as downgrading, moving, splitting, or upgrading
· Adjust the budgets for temporary positions as needed and reallocate them across OE’s when necessary
· Co-ordinate processes and procedures related to current year’s budget, provide monthly budget reports to Financial Planning
5. Employment Equity
Planning
· Coordinate the preparation and implementation of an EE plan which will achieve reasonable progress towards EE at NWU
· Provide inputs to the determination of the numerical goals to achieve the equitable representation of suitably qualified people from designated groups within which this is to be achieved, and the strategies intended to achieve those goals.
Monitoring and Implementation
· Assist with the monitoring, review and evaluation on the implementation of the plan and whether reasonable progress is being made towards implementing EE both the Numerical goals and non-numerical goals.
· Monitor budget for reasonable accommodation and provide quarterly reports
· Ensure Institutional Compliance (Internal and external Audits)
Reporting
· Assist in compiling and providing inputs for the submission of the employment equity plan every five years
· Assist with the compilation of quarterly EE profiles and progress reports
· Assist in preparing and submitting the annual EE submission to the DoEL
· Assist in submitting the EE reports to the respective statutory committees, quarterly and on an ad hoc basis as the request occurs
· Assist presenting reports at the statutory committees
6. Disability management
· Ensure that all the employees who declare a disability are registered on the system
· Maintaining data base of persons living with disability and a resource data based with regards to reasonable accommodation
· Arrange ergonomic assessments for PLWD and ensures that recommended reasonable accommodation from the reports are procured
· Assist with the data inputs for the submission of the report to the relevant committees.
· Initiate and assist with Awareness campaigns (Joint accountability with Wellness) for PLWD.
7. Financial Hemis
· Execute the Financial HEMIS reporting process monthly
· Conduct quarterly audits on HEMIS information
· Co-ordinate the updating of the HEMIS information on Oracle
8. Adhocs
· Adhoc duties within the People and Culture portfolio
Minimum requirements
• A bachelor’s degree (NQF level 7) in Human Resources or related fields.
• A minimum of three (3) years’ experience working with HR systems, staff budget co-ordination and compiling EE reporting is highly preferred.
ADDED ADVANTAGES & PREFERENCES:
• A bachelor’s degree (NQF level 7) in Finance or Business management or related field

· Knowledge of general Human Resources principles, practices and procedures.
· Demonstrated proficiency using Microsoft office application.

REMUNERATION
The annual total remuneration package will be commensurate with the level of appointment as advertised and in line with the NWU policy
guidelines.
