Job description

KEY RESPONSIBILITIES:
 
Optimize and implement the framework for local participation
·       Optimize the framework for local participation in procurement activities and implement the structures and related processes
Develop and maintain supplier database
·       Develop and maintain the supplier database of the NWU to ensure local participation in procurement processes
Local participation in large procurement contracts
·       Ensure local participation in large procurement contracts.
·       Assist stakeholders to identify local participation opportunities or skills development in procurement demand plans.
Supplier development
·       Develop and implement supplier development framework.
·       Central point of liaison between suppliers and development opportunities.
·       Organise workshops and training sessions regarding procurement processes for SMME’s.
Stakeholder engagement
·       Engage with Social Facilitators on procurement related opportunities.
·       Engage with stakeholders regarding the performance management of suppliers to update the supplier database.
Monitoring and reporting
·       Capture feedback from Social Facilitators regarding local participation on infrastructure projects.
·       BBBEE Reporting.

KEY FUNCTIONAL/ TECHNICAL COMPETENCIES:
·       Processes and procedures related to local participation in procurement.
·       Knowledge of preferential procurement practices.
·       Advanced reporting capabilities.
·       Knowledge of relevant legislation and regulations.
·       Excellent written and verbal communication.
·       Ability to transfer information to wide range of stakeholders about NWU processes.
KEY BEHAVIOURAL COMPETENCIES:
 
·       Strong liaison skills with stakeholders on all levels
·       Ethical behaviour

Minimum requirements

 
·       A bachelor’s degree (NQF level 7) in Finance or Procurement or a related field of specialisation.
·       A minimum of 5 years’ general experience in a financial or procurement environment.
·       A minimum of 3 years’ specialist experience in reporting.
·       A minimum of 5 years’ specialist experience in Facilities or Infrastructure Development.
 
ADDED ADVANTAGES:
·       A postgraduate qualification in related field.

REMUNERATION:
 
The annual total remuneration package will be commensurate with the level of appointment as advertised and in line with the NWU policy guidelines.
