Job description

PURPOSE OF THE POSITION:

Ensure that the Control Officer: Priority Incident Investigator must have knowledge and expertise in among other things, the NWU policies, guidelines, protocols, and procedures; insight of the institutional culture and environment; know how to conduct a fair and equitable investigation; and understand the effects of trauma on parties impacted by sexual, gender and common law misconduct. The Control Officer: Priority Incident Investigator will also conduct awareness campaigns and prevention programmes.

 

KEY RESPONSIBILITIES:

1.     Visit crime scenes:

§   Prevent contamination of incident scenes.

§   Preserve the incident scene.

§   Cordon-off incident scene.

§   Identify and record exhibits on the incident scene.

2.     Priority and incident investigation:

§   Receive and Investigation of all GBV and Sexual Offense related cases.

§   Obtain statements from the complainant/ victims of crime whilst avoiding secondary victimisation.

§   Obtain statements respondent (s) and witness (es).

§   Assist the victim to open the criminal case at SAPS if necessary.

3.     Offer psychosocial support to victims/survivors:

§   Offer support for the psychological and social consequences of trauma, e.g., trauma debriefing; accompany survivor to SAPS.

4.     Adopt a multifaceted approach to the prevention of sexual and gender related misconduct:

§   Conduct social mobilisation activities and campaigns intended to promote safety on and off campus and in the prevention of sexual and gender related misconduct.

§   Conduct campaigns to educate and inform the campus community about policies and guidelines.

5.     Compilation of accurate incident and investigation reports:

·          Submit a report as soon as the incident is reported to the Senior Manager, Protection Services.

6.     Management of information:

§   Submit a monthly report to the Senior Manager, ITO:

§   Number of cases received.

§   Detection rate.

§   Cases withdrawn.

§   Dockets to SJS and ER.

   Disposal rate

Minimum requirements

§   A National Diploma (NQF level 6) in Policing / Criminal Justice / Diploma in Incident Investigation or equivalent.

§   A valid driver’s license.

§   A minimum of 3 years’ experience in conducting investigations for Gender Based Violence (GBV) and Sexual Offenses.

§   A minimum of 3 years’ experience in dealing with victims of GBV / Sexual Assault as well as working knowledge of trauma centres for Victim support and Counselling such as (Tutuzela Centre).

RECOMMENDATION / ADDED ADVANTAGE:

§   PSIRA professional registration

KEY FUNCTIONAL/ TECHNICAL COMPETENCIES:

§   Excellent communication skills (written and verbal).

§   Conflict management skills.

§   Analytical skills.

§   Knowledge of relevant legislation (Equity Act; Domestic Violence Act; and Sexual Offences Act).

§   High level of emotional intelligence.

§   Gender sensitivity.

REMUNERATION:

The annual total remuneration package will be commensurate with the level of appointment as advertised and in line with the NWU policy guidelines.
