Job description

PURPOSE OF THE POSITION
To provide professional and management expertise at the Mahikeng and Vanderbijlpark Campus Health Care Clinic for each position respectively, including occupational health and related activities, in accordance with the requirement of employee and wellness programme.
To provide primary health care to students and staff and NWU employed contract workers.
 
KEY RESPONSIBILITIES:
Management
  • Develop operational plans for the Unit and oversee their implementation by setting priorities and targets, delegation of personnel and coordination of the Unit’s activities.
  • Responsibility for the supervision of Clinic staff and emergency medical services on Campus by ensuring that their duties are discharged optimally as prescribed, and that processes unfold correctly.
  • Provide strategic leadership in the Unit in line with the mission, vision and values of the University as guided by the annual performance plan and the University’s strategic goals and objectives.
  • Set standards/quality manuals for the Unit, monitor and evaluate outcomes of the set standards in order to plan for the shortcomings.
  • Ensure the Unit’s financial sustainability through budgeting and monitoring of income and expenditure.
Administration
  • Ensure that high levels of ethical and good clinical practice standards are always upheld.
  • Compile the Unit’s reports, analyse reports and draft improvement plans on a monthly, quarterly, bi-annual and annual basis. Reports to be submitted to the direct line manager and relevant committees/stakeholders, both internal and external.
  • Always ensure proper recording and flow of information, and that all clients’ records are always kept under lock and key when not in use.
  • Always ensure the availability and proper utilisation of resources and provide support and guidance to the Unit’s Asset Holder.
  • Ensure stock procurement and control in line with Good Pharmacy Practice and the University’s inventory procedures.
  • Observe the University’s financial policies on procurement.
  • Ensure that the clinicians are registered with the regulatory bodies and their practicing licences are up to date.
Provision of Primary Health Care
  • Provide and supervise the provision of comprehensive primary health care (PHC) services to the clientele of the Mahikeng Campus Health Care Clinic, according to Essential Medicine List and other standard treatment guidelines relevant to PHC level of care.
  • Prescribe and dispense medicines in accordance with the Medicines and Related Substance Control Act 101 of 1965, as amended.
  • Responsibility for the provision of care, professional opinion and referral of students seeking concessions in academic activities.
  • Maintain clear referral routes and criteria both internally and externally.
  • Coordinate health promotion activities on campus with other stakeholders.
Multi-sectoral collaboration
  • Liaise with external service providers for extended service and information.
  • Liaise with other departments internally and externally to advocate for aid and support for students.
  • Liaise with Government suppliers to augment the Unit’s budget.
  • Provide clinical support and guidance as an expert in NWU business units/departments where a need arises.
  • Serve as a standing member of events organising committee for various departments for SASREA compliance.
  • Benchmark with other universities and public health institutions for evaluating the quality of the services that the Unit provides.
Safety and Medico-Legal Hazards
  • Monitor and implement infection prevention and control procedures in line with the set standards of infection control and universal precautions.
  • Ensure proper segregation of medical waste and general waste.
  • Ensure availability of disinfectants and consumables for waste removal.
  • Ensure that the Unit is free from all expected occupational hazards.
  • Ensure that fire extinguishers are in good working condition and are serviced.
  • Ensure that all air-conditioners are in good working order in all areas where client consultations take place.
  • Ensure availability of Personal Protective Equipment (PPE).
  • Participate in campus Occupational Health and Safety Committee to, inter alia, report incidences relating to students and the Unit’s shortfalls on occupational safety.

Minimum requirements

  • A Bachelor’s Degree / Advanced Diploma (R425) (NQF level 8/7) in General Nursing – Nursing and Midwifery.
  • A Post Basic Qualification in Nursing (R48) specialising in Clinical Nursing Science, Health Assessment, Treatment and Care (Primary Health Care).
  • A Dispensing Course with specialisation in dispensing medicines in line with Essential Medicine List.
  • NIMART Certified – Nurse Initiated Management of Anti-Retroviral Therapy.
  • PICT/HTS Trained – Provider Initiated Counselling and Testing / HIV and AIDS Testing Services .
  • Professional registration with the South African Nursing Council (SANC).
  • A minimum of five (5) years’ work experience in the provisioning of comprehensive Primary Health Care.
  • A minimum of three (3) years’ work experience in managing and operating a primary health care facility.
KEY FUNCTIONAL/ TECHNICAL COMPETENCIES:
  • Knowledge of National Health Act and other relevant legislation governing health care services in RSA.
  • Knowledge of National Indicator Data Set (NIDS).
  • Knowledge of District Health Information System.
  • Knowledge of Ideal Clinic Realisation Model.
  • Knowledge of National Core Standards in ensuring quality health care services.
  • High level Nursing Process competency.
  • Good communication skills, with multilingual mastery of written and verbal communication.
  • Sound knowledge of financial management processes and policies.
  • Computer proficiency and literacy (MS word, Excel, and PowerPoint).
  • Good report writing and statistical analysis skills.
  • Good presentation skills.
  • Results oriented problem-solving skills.
