Job description

PURPOSE OF THE POSITION
Role of the Information Governance Specialist is to manage the Information Governance programme, to ensure compliance with the requirements, national standards, guidance and legislation on information and implement and manage the Information Governance Framework (IGF) of the NWU. The incumbent must utilise specialist information governance knowledge, skills, and experience to strategically position the NWU in terms of Information Governance within the higher education sector.


KEY FUNCTIONAL/ TECHNICAL COMPETENCIES:
·         Knowledge of ISO standards relevant to records, documents and information management and security
·         Management of Information Governance related Software
·         Detailed knowledge of legislation, policies and procedures specific to the University Environment.
·         Excellent oral and written communication skills in Afrikaans and English.
·         Computer literacy: Skill in the use of computer with Windows-based operating environment and understanding of database management.
·         Teaching and presentation skills to present to staff and other stakeholders pertaining to information governance concepts, POPIA and PAIA.
 
KEY BEHAVIOURAL COMPETENCIES:
·         Should be able to communicate and foster a cooperative work environment effectively.
·         Should be able to work independently with self-initiative and minimal supervision, flexibility and service orientation.
·         Strong interpersonal skills to collaborate successfully with NWU staff and management to identify and mitigate risks.
·         Strong interpersonal skills to engage with external stakeholders.
·         Organisational skills: the ability to plan, coordinate projects effectively, achieve objectives and meet a variety of competing demands and deadlines.
·         Strong interpersonal skills to supervise staff as required.
 
JOB DESCRIPTION
KEY RESPONSIBILITIES:
1.    Overarching Information Governance programme management
Responsible for implementation and management of the NWU IGF through:
·         Evaluation of stakeholder needs to determine balanced, agreed-on university objectives, which are to be achieved through the acquisition and management of information resources
·         Setting direction for information management capabilities through prioritisation and decision-making
·         Monitoring the performance and compliance of the information resources against agreed-on direction and objectives
·         Ensuring clear roles and responsibilities for information management and security are in place, supported by robust policies and procedures, including a framework to protect university information against unauthorised access/use, compromise of assets and interruption of University activities
·         Ensuring information procedures comply with the relevant legislation
·         Ensuring that the University complies with the principles of information governance principles for Good Corporate Governance as identified in the King IV Report on Corporate Governance.
·         Ensuring that information risks are assessed appropriately
·         Ensuring appropriate training is available to all staff members
·         Ensuring robust arrangements for, and learning from, information related incidents such as data breaches or losses;
·         Liaising with RAM to ensure adequate and appropriate records are maintained and the sharing of information is carried out in an appropriate manner and the university information is classified according to an approved classification system.
·         Identifying and executing information-related synergies.
·         Ensuring effective IM committee meetings in collaboration with the IM secretariat.
 
2.    PAIA implementation
Responsible for:
·         Ensuring compliance with PAIA through:
·         Managing the electronic PAIA system
·         Evaluating PAIA requests in collaboration with Legal Services and responding with the legislation
·         Ensuring compliance training and awareness at the university, including the management of the PAIA website.
·         Ensuring PAIA reporting to the IMC, UMC and SAHRC
3.    POPI implementation
Responsible for:
·         Ensuring compliance with POPIA through
·         Managing the electronic POPI system
·         Conducting PIAs
·         Ensuring a personal information inventory
·         Identification of privacy related risks, assessment of the risks and ensuring risk mitigation
·         Identification and evaluation of privacy solutions
·         Providing POPI training and awareness programmes
·         Implementation of the Privacy Policy
·         Ensuring POPI reporting to the IMC, UMC and Information Regulator
4.    Ad hoc tasks related to information governance
·         As requested by the Registrar and Director.
       

Minimum requirements

  • Advanced Diploma or Degree in Law or Information Science or related field at NQF Level 7.
  • Evidence of having attended short courses/workshop related to PAIA and POPIA
  • Practical work experience in the information governance field, with demonstrable capability in the following areas (but not limited to):
  • planning and implementing an Information Governance Framework in a medium to large organisation
  • implementation and interpretation of information-based legislation, codes and regulations
  • understanding of and ability to interpret POPIA and PAIA legislation and to practically apply information solutions to legislative aspects
