Job description
PURPOSE OF THE POSITION
To lead, direct and optimise maintenance and facility services across multi-campus properties and estates ensuring alignment with the NWU strategic agenda and regulatory requirements.
KEY RESPONSIBILITIES:
1. Strategy Implementation
· Participate in the development of the NWU physical asset strategy and take joint accountability for the implementation.
· Develop and implement maintenance strategy across multi-campus properties and estates.
2. Maintenance Policies and Practices
· Develop and implement long term maintenance plan, uniform processes, policies, guidelines, and standards cross campuses, properties and estates.
· Develop, lead and implement uniform maintenance practices across infrastructure facilities and over the infrastructure/equipment life cycle.
3. Infrastructure Asset Maintenance
· Lead, develop, implement, and oversee infrastructure asset maintenance plans (long and short term), including:
o Corrective maintenance
o Preventative and scheduled maintenance
o Risk-based maintenance
o Condition-based maintenance
· Lead and oversee condition assessments to inform macro- and deferred maintenance plans.
· Develop infrastructure/ equipment life cycle intelligence to inform optimal preventative maintenance plan.
· Manage and ensure optimised and equitable resource allocation, including the procurement of skilled and experienced service providers where appropriate.
· Lead, oversee and ensure active management of these facility services contracts.
4. Unscheduled Maintenance
Lead, oversee and ensure compilation of emergency/ un-scheduled maintenance action plan development and resource allocation.
· Develop and implement emergency maintenance plans, processes, policies, guidelines, and standards cross campuses, properties and estates for all categories of infrastructure/ equipment.
· Participate in the procurement process to appoint skilled and experience service providers where appropriate (internal and/or professional service providers).
· Lead, oversee and ensure active management of these facility services contracts.
· Optimise management information and data integrity to limit emergency/ un-scheduled maintenance.
5. Specialised Technical Support Service
· Jointly accountable with Director Infrastructure Design and Construction to oversee the design, planning and execution of minor infrastructure projects.
· Identify and oversee technical specialist service needs identification for maintenance and / or facility services, resource allocation (internal / external) within procurement policy, proper delegation of legal responsibility.
· Lead, oversee and ensure the compilation of technical specialist service needs for maintenance and / or facility services resource allocation.
6. Energy and Water Efficiency Plan
· Translate energy and water efficiency strategy into implementation action plans short-, medium- and long-term plans to achieve the targets.
· Monitor NWU performance against targets and propose interventions for improvement.
7. Management and Leadership Results Areas
· Ensure optimal team composition, effectiveness and efficiency.
· Stakeholder relationship development and effectiveness.
· Corporate governance conformance, reporting and risk management.
· Integrated budgeting, cost management and cost-effectiveness.
· Unit processes and systems design, utilisation, effectiveness and efficiency in support of the digital business strategy.
· Personal effectiveness, wholeness and development.
· Values-based behaviour leadership and personal compliance.
ADDED ADVANTAGES & PREFERENCES:
· A postgraduate qualification in Management.
· Registration with a Professional Body as a Professional Quantity Surveyor, Engineer, or equivalent.
· Sound knowledge, insight and a strategic vision with regards to Operations in the Higher Education sector.
KEY FUNCTIONAL/ TECHNICAL COMPETENCIES:
· Maintenance management process.
· Project management.
KEY BEHAVIOURAL COMPETENCIES:
· Leadership, coaching and mentoring.
Minimum requirements
· A Technical bachelor’s degree in Building or Civil Engineering or Quantity Surveying or Mechanical Engineering or Electrical Engineering or equivalent qualification in a related field of study.
· A minimum of 8 years’ technical and managerial experience in infrastructure asset maintenance.
REMUNERATION:
The annual total remuneration package will be commensurate with the level of appointment as advertised and in line with the NWU policy guidelines.
