Job description

PURPOSE OF THE POSITION
To provide support to Chief Director’s office and related services; developing and implementing long term strategic alignment between facilities departments, management system, policies, procedures and provide guidance and assistance to contracts management; administrative coordination, performance monitoring and evaluation across departments and campuses to achieve synergy and equity of provision between all campuses with services related to facilities.

JOB DESCRIPTION
KEY RESPONSIBILITIES:
1.    Procurement Management System
·         Develop, implement and monitor demand plan and synergy processes and reporting for all departments in line with preferential procurement plans, procedures and guidelines.
2.    Monitoring and Reporting
·         Prepare and update annual audit outcome action plan and reports of findings improvement.
·         Prepare, implement and control for contract management and ensure compliance with service levels and contract specifications.
·         Prepare performance management reports and progress as well as gaps. Performance dashboard for all departments.
3.    People Management
·         Develop and manage subordinates, developmental plans and Determine and manage Facilities equity plans and developmental needs
4.    Risks and Safety Management Reporting
·         Facilitate reporting and action plans across all departments (All respective directors) and prepare quarterly reports and annual reports.
5.    Departmental Strategy & Project Management
·         Prepare, implement and manage the implementation of the Facilities strategy, engage all directors with regards to implementation, monitor the implementation.
·         Plan, prepare and implement projects as approved, ensure that all projects assigned are implemented timeously, within budget and reporting.
6.    Stakeholder Management
·         Develop and manage Facilities stakeholder engagement plans and monitor the engagement between facilities departments and all stakeholders (Internal and external), measure the stakeholder satisfaction and prepare action plans.
·         Represent the Facilities division in all engagements.
7.    Managerial Responsibilities
·         Responsible for the department, Strategy development and implementation, manage subordinates within the department, develop, compile and manage the budget as well as expenditure within the departments, approves various requests and assume management functions of the department.
       
The annual total remuneration package will be commensurate with the level of appointment as advertised and in line with the NWU policy guidelines.

Minimum requirements

MINIMUM REQUIREMENTS:
·         Bachelor’s degree (NQF 7) or equivalent in the Built Environment field e.g. Construction Management
·         Postgraduate qualification in Management (NQF 6).
·         Five (5) years’ proven functional/operational experience in the construction and/or technical environment. 
·         One (1) year’s proven experience in middle management. 
 
ADDED ADVANTAGE & PREFERENCES:
·         Project Management qualification (NQF 5).
 
KEY FUNCTIONAL/ TECHNICAL COMPETENCIES:
·         Ability to prepare planning schedules with measurable intermediate goals.
·         Good verbal communication and report-writing skills.
·         Intermediate computer literacy: MS Excel
·         Ability to compile budgets and cost estimates.
·         Ability to develop emergency-preparedness plans.

·         Ability to lead a team.
