Job description

PURPOSE OF THE POSITION
Oversee all processes guiding recruitment, selection, and placement of employees. The role is also expected to support practitioners and line management of all divisions and campuses in executing the creation and filling of positions in a fair, just and efficient manner.


JOB DESCRIPTION
KEY RESPONSIBILITIES:
1.        Management of information
  • Manage and ensure effective resourcing processes
  • Tracking and ensuring adherence to the Service Charter and put corrective measures in place where necessary
  • Compiling reports to UMC on turnaround times
  • Developing a Service Delivery Improvement Plan based on inputs received in the Administration processes associated with resourcing.
 
2.        Psychometric Assessments and management  
  • Oversee the development and review of the assessment policy
  • Develop and implement a strategic sourcing strategy
  • Oversee the psychometric testing procedures and ensure compliance with protocols.
  • Oversee the interpretation of standardised tests.
  • Oversee the training of HR Practitioners, line managers and directors (OHFB included) 
  • Identify new recruitment platforms which will be used to source scarce and critical skills (Including disability)
 
3.        Filling of vacancies              
  • Review and improve existing procedures for the application to fill a current vacancy.
  • Implement and quality assure the procedures.
  • Give training and guidance to team members in the execution of procedures such as the compilation of documentation to fill a vacancy and providing guidance to Practitioners on the processes of obtaining all necessary approvals for the actual filling of vacancies.
 
 
4.        Advertising of positions      
  • Compile and publish the schedule of Media House advertisements for the year.
  • Oversee the compilation and approval of advertisements according to NWU standards
  • Ensure that vacant positions that form part of the NWU-funded structure or establishment, and for which an approved position profile may be approved for advertisement.
  • Ensure that advertisements are submitted according to agreed upon timelines, whether at a Media House or Internal.
  • Manage the liaison with Media Houses and Practitioners
 
5.        Interview processes             
  • Review, improve and manage the processes relating to interviewing of suitable candidates compiling of "qualify for interview" lists from which line management can do short listing executing all logistics pertaining to the interview, and quality assure the actual interview process.
  • Review, improve and manage all processes aimed at completing the recruitment and selection processes, including overseeing the settlement of invoices relating to both the advertisements and the attendance of interviews.
 
6.        Appointment         
  • Ensure that the appointment offers are made to the preferred candidate in writing after the selection committee has concluded and approved the recommendation.
  • Ensure that appointments are made in line with the employment equity legislations and policies
  • Oversee post retirement appointments processes
 
7.        Probation              
  • Oversee and ensure that new employees are provided with position profiles, performance agreements, and adequate guidance to enable the probationary employee to perform at the required standard.
 

Minimum requirements

MINIMUM REQUIREMENTS:
  • B. Degree in Human Resources and related fields
  • 6 Years’ experience in recruitment and selection

ADDITIONAL REQUIREMENTS:
  • Registration with SABPP, HPCSA and other people management bodies is desirable
 
KEY FUNCTIONAL/ TECHNICAL COMPETENCIES:
  • Knowledge of general Human Resources principles, practices and procedures
  • Functional knowledge/ competence in Management of People
  • Functional knowledge/competence in report writing, records management, performance management
 
KEY BEHAVIOURAL COMPETENCIES:
  •  Analytical thinking
  • Excellent verbal and written communication skills
  • Ability to work with cross functional teams
  • Ability to liaise effectively across all levels of responsibility in the organisation.
