NORTH-WEST UNIVERSITY (POTCHEFSTROOM CAMPUS) DEPUTY VICE CHANCELLOR: TEACHING AND LEARNING QUALIFICATIONS AND ACADEMIC PROGRAMME PLANNING (Q&APP) PEROMNES: 6 POSITION NUMBER: N002628 VACANCY: MANAGER EXTERNAL REGULATION Purpose of the position: The Manager External Regulation is responsible for advising and supporting the Director: Q&APP, academic leadership, faculty, Q&APP curriculum specialists and support units with the situation analysis, planning, design and development of new qualifications and academic programmes, curriculum review and planning for programme reviews and amendments to existing academic programmes, and the external regulation and quality assurance of qualification and academic programme submissions to the DHET, the CHE, SAQA and professional bodies where applicable. It is the Manager’s responsibility to ensure that applications are successful with the first submission.
Job description

Planning, design, development and monitoring of new qualification and programme applications
The Manager External Regulation will:
·        Support and advise Q&APP curriculum specialists and academic leadership to perform a thorough external and internal situation analysis to determine the rationale for and purpose of a new qualification, its target market, preferred mode of delivery, and planned graduate attributes, as well as available human and other resources to successfully offer the qualification and its planned programmes
·        Support and advise Q&APP curriculum specialists, academic leadership and faculty programme curriculum teams on the alignment of the planned qualification and programme (s) to the NWU strategy, success model and market direction
·        Support and advise faculty programme curriculum teams to complete the DHET qualification application for PQM clearance and funding approval.
·        Act as representative of the Q&APP department to advise the Senate Committee for Academic Standards (SCAS) with regard to the internal qualification standard and design of a new qualification and its programme(s).
·        Monitor qualification programme submissions to the DHET for PQM clearance and liaise, through the Curriculum Specialists, with faculty programme curriculum teams all related external correspondence.
·        Develop and maintain integrative records and reporting on all matters concerning this results area to the Q&APP Director.
 
Planning, review and monitoring amendments to existing academic programmes for quality assurance purposes
The Manager External Regulation will:
·        Support and advise Q&APP curriculum specialists and faculty programme curriculum teams with the review and amendments to existing academic programmes and modules with a view to enhance the quality and continued relevance of the NWU academic programme offering.
·        Support and advise the Q&APP curriculum specialists and faculty programme teams to interpret and implement amended or new internal policy directives with regard to curriculum matters.
·        Act as representative of the Q&APP department to advise the SCAS on proposed programme and module amendments to existing academic programmes.
·        Support and advise Q&APP curriculum Specialists, faculty programme curriculum teams and the quality office in the preparation for external or internal programme reviews.
·        Develop and maintain integrative records and reporting on all matters concerning this results area to the Q&APP Director.
 
Risk Management
The Manager External Regulation will:
·        Support the Q&APP Director with the management of key qualification and programme related risks as identified from time to time.
·        Report on risk management related to internal and external Q&APP compliance in the required format.
·        Respond to internal risk audits as required.
 
Management and development of CHE accreditation and SAQA registration standards
The Manager External Regulation will:
 
·        Support and advise the Q&APP Director with regard to the continuous monitoring and review of the NWU qualification and academic programme life cycle.
·        Liaise with and advising Faculty on the development of the SAQA registration information for new qualifications
·        Liaise with and advise Faculty on the development of accreditation criteria for new qualifications in compliance with CHE (HEQC) standards.
·        Screen and approve final HEQC submissions.
·        Review and report on SAQA information of all NWU approved and registered qualifications with a view to amend such information in a cyclical process and with the procured approval of the external bodies.
·        Support and advise faculty management, programme curriculum teams, Q&APP curriculum specialists and the quality office regarding Q&APP matters during internal and external programme reviews.
·        Continuously liaise with external bodies regarding submissions and advise and monitor faculty feedback to the relevant external stakeholders.
·        Language screen the external applications and referral for language editing as required.
·        Provide formal milestone feedback on external application processes and outcomes to the Q&APP Director, faculty management, qualification and programme owners and directors of support services for further action such as updating of PQM information and yearbooks.
 

Minimum requirements

• Master’s degree in Education and/or Curriculum Studies
• Minimum 6 years’ relevant experience in Curriculum design and development in the higher education environment
• Minimum 5 years’ relevant experience in academic professional staff development and support

ADDED ADVANTAGES & PREFERENCES:
  • Doctoral degree
  • And an additional professional postgraduate qualification in academic support, professional development, higher education studies, curriculum development or related fields
  • 3 years’ experience in internal and external academic programme evaluations
  • 3 years’ experience in policy analysis, interpretation and implementation in the higher education environment

Psychometric testing will be required.

• Excellent academic writing and presentation skills, with the ability to clarify and simplify complex content

• Advanced proficiency with Microsoft Excel, PowerPoint, Word, and emailing software
• Advanced knowledge of curriculum planning, design and development principles for all modes of delivery
• Advanced knowledge of and the ability to analyse and interpret higher education policy directives.
