PURPOSE OF THE POSITION:
The Project Administrator is the custodian of all project information and implementer of admin processes related to a project. They are responsible for administrative support to the project as indicated in the task below. They oversee and execute all administrative related tasks and procedures during the course of a project.
Job description
1.Project Administration
- Administrate projects according to the prescribed contractual requirements for the full stages of a project life cycle including, but not limited to: Inform all concerned that the project is activated, appointments, emails, notifications and correspondence as required. Keeping Up to date Project Information at hand at all times to tend to queries efficiently.
- Offering general project related support to project team. Letters of appointments, ensure that contracts are signed, Keeping record of all site instructions, extension of time, Completion certificates and scheduling appointments as required by project team.
2.Meeting Administration
- Organise all meetings for projects. Responsible for preparing agendas for all planning-, site- and close-out meetings with applicable information for each project. Taking and drafting of minutes and distribute to project team
3.Tender Administration
- To be elected as member of the various Committee systems and perform tasks as decided within the Committee. Ensure an Unbiased, Ethical and Transparent process is followed in line with Procurement Policy, Guidelines and Terms of Reference.
- Responsible to capture the following information on the Report to present to various Committee's to verify:
- Phase 1: Pre-qualification check of statutory requirements (10 Principles)
- Phase 2: Eligibility Criteria
- Phase 3: Evaluation of Price, BBBEE and Local Enterprises Phase 4: Project Budget
- Refer for Technical Evaluation and Clarification Report
4.Compliance Liaison
- Ensure compliance of all Project documentation with Financial Policy, Procurement Policy and Level of Authorisation incl, but not limited to Contracts, Contract Instructions, approvals, Extension of time etc.
5.Financial support
- Financial administration of project payments according to internal procedures and the NWU's financial policy.
- Administer transfer of funds between projects and/or Users. Administrate the capturing of new Creditors on the Financial System in order to process claims. Administer Contractors change of banking details etc
6.Records Management
- Manage record-keeping and retrieval system by organizing both electronic and paper files of project related documentation according to NWU File Plan
Minimum requirements
- B-Tech or Bachelor's Degree of Technology (Btech) in the built environment or Business Administration is essential
- Project Management Diploma/ Certificate is desirable
- 3 year’s Proven experience as a Project Administrator within a Construction environment is essential
- 3 year’s operational experience in Contractual/Compliance is essential
- Proven experience in effective Minute Taking
Functional/Technical Competencies (Knowledge and Skills):
- Meeting administration (Taking minutes, preparing agenda's)
- Knowledge and experience in project related concepts such as procurement, contracts, Gantt charts, project meetings, project team ,consultants etc,
- Excellent verbal and writing skill in English
- Excellent verbal communication and report-writing skills.
- Computer Literacy: MS Excel (advanced), Word
- Knowledge of infrastructure processes
- Knowledge of the contents of the JBCC contract document
Behavioural Competencies:
- Enthusiastic team player with positive social & interpersonal skills
- Able to work independently without direct supervision
- Ability to work with copious amounts of information.
- Ability to conduct own Time Management and meet deadlines
